Report 1391 Annual EEO Report
Welcome! You are about to complete the Form FHWA-1391, Annual EEO Report for the Washington Department of Transportation (WsDOT).
The purpose of the report is to collect employment data by job category, ethnicity, race, and gender. The Federal Highway Administration uses the data to analyze employment patterns such as the representation of female and minority workers within companies or states.
Who should report:
All prime contractors and subcontractors (no matter what tier), with a Federal-aid highway construction contract of $10,000 or more, including WSDOT contracts;
Who should NOT report:
Primes & subcontractors with contracts less than $10,000.
Any professional service providers, material suppliers, truck owner-operators or hauling firms not approved as subcontractors.
You must submit the 1391 report through the Civil Rights Compliance system. The system provides clear instructions on how to complete and submit the report.
Additional Reporting Instructions:
All comprehensive development agreement/design-build contracts & local government agency contracts must report employment data obtained from the certified project payroll(s) for the last complete payroll period before the end of July.
Each applicable contractor is responsible for data submission to meet federal employment reporting requirements for the Federal-aid Highway Construction Contractors Annual Equal Employment Opportunity Report (Form FHWA-1391).
Even though Contractors are not responsible for submitting reports for subcontractors, please advise your subcontractors of their contractual obligation to submit the report.
If your workers worked on more than one project during the reporting week, you will report the “employment opportunities” – not a headcount of your workers. For example, if your company has five workers who worked on three different projects during the reporting week – you would then report the 15 job opportunities by job classification, race/ethnicity, and gender.
You must report all workers who worked any part of the last full pay week before the end of July. (even if your company did not work the full pay period.
